Bloomington Building Permits: Complete Guide

How Building Permits Work in Bloomington

Bloomington has a two-step permitting process that trips up many first-time applicants. Unlike most Indiana cities, Bloomington’s Planning and Transportation Department handles zoning compliance only — not building permits. Actual building permits and inspections are issued through the Monroe County Building Department.

This means you may need to visit two different offices to get your project approved.

The Two-Step Process

Step 1: Certificate of Zoning Compliance (CZC) — City of Bloomington

Before you can apply for a building permit, you need a Certificate of Zoning Compliance (CZC) from Bloomington’s Planning and Transportation Department. This confirms your project complies with local zoning ordinances — setbacks, lot coverage, use restrictions, and more.

For Class 2 structures (single-family homes, duplexes, townhouses): Obtain your CZC through the CivicAccess portal before applying to Monroe County.

For non-Class 2 structures (commercial, multifamily): Apply directly through Monroe County. The county coordinates with the city on zoning.

Note: Indiana House Bill 1005 changed Class 2 structure permitting effective January 1, 2026. Contact the Planning Department for the latest requirements.

Step 2: Building Permit — Monroe County Building Department

Once you have your CZC, take it to the Monroe County Building Department to apply for your actual building permit. Monroe County issues building permits for the entire county, including the City of Bloomington.

Permit Types

From the City (Zoning)

  • Certificate of Zoning Compliance — Required before building permit
  • Site Development Permit — For site work
  • Floodplain Development Permit — For properties in flood zones
  • Permanent Sign Permit — For permanent signs

From the County (Building)

  • Residential Building Permit — New homes, additions, renovations
  • Commercial Building Permit — Commercial construction
  • Electrical Permit — Electrical work
  • Plumbing Permit — Plumbing installations
  • HVAC/Mechanical Permit — Heating and cooling systems

Fees and Timeline

Monroe County building permit fees are based on construction valuation. Contact 812-349-2580 for a specific fee estimate.

Typical timelines (combined CZC + building permit):

  • Residential: 3-5 weeks (1-2 weeks for CZC + 2-3 weeks for building permit)
  • Commercial: 6-10 weeks (including state design release)

The two-step process adds time compared to jurisdictions with a single permit office. Start early.

Contractor Licensing

Bloomington/Monroe County does not require general contractor licensing. However, Monroe County manages a Licensing & Registration Board for electricians and plumbers — these specialty trades must be licensed.

Homeowners can pull permits for their own work on owner-occupied residences.

Inspections

Monroe County handles all building inspections. Schedule through the Building Department at 812-349-2580.

Standard inspection sequence:

  1. Footing inspection — Before pouring concrete
  2. Framing inspection — After structural framing
  3. Rough-in inspection — Electrical, plumbing, and HVAC
  4. Final inspection — All work complete

Special Considerations for Bloomington

Floodplain Areas

Bloomington has significant floodplain areas, particularly along Clear Creek and the many karst features in the region. If your property is in a designated floodplain, you’ll need a separate Floodplain Development Permit from the city before construction. This adds another step to the process.

University Area

The areas surrounding Indiana University see heavy development activity. Student rental properties are subject to additional rental inspection requirements. If you’re renovating a rental property near campus, factor in the rental compliance process alongside building permits.

Environmental Constraints

Monroe County’s karst topography (sinkholes, caves, underground streams) creates unique environmental challenges. Some sites require additional environmental review, particularly for projects involving septic systems or significant grading. The county’s Planning Department can advise on whether your property has environmental constraints.

Tips for Bloomington Permit Applicants

  • Start with the city — Get your Certificate of Zoning Compliance before approaching Monroe County. Skipping this step will send you back to square one.
  • Mind the payment windows — Monroe County only processes payments 9-11 AM and 1-3 PM. Don’t arrive at noon expecting to pick up your permit.
  • Plan for two timelines — Factor in both the CZC review and the building permit review when setting your construction schedule.
  • Check for floodplain — Determine early whether your property has floodplain or karst constraints that could add review time.
  • HB 1005 changes — The January 2026 changes to Class 2 structure permitting may affect your process. Confirm the current requirements with the Planning Department.
